Our client seeks an Export Control Officer to provide guidance and management on export control regulatory and procedure requirements.
To give direction and manage the compliance of all company Export Control policies and procedures and with all applicable Export Control laws and regulations
To mentor and manage team Members to ensure adherence to the policies and procedures required to be compliant including sharing knowledge understanding and expertise
Deliver a working knowledge into the Business – acting as a key point of contact – in managing the domestic export controls and other relevant jurisdictions including the US requirements ;
Act as a subject matter expert for more complex advice, within a small business area, and offer guidance on Export Control regulatory and procedure requirements.
Provide Guidance to others as well as drafting and submitting Canadian export licence requests, EAR licence requests and ITAR General Correspondence letters.
Implement export control policy and process including preparing and delivering training to cross functional stakeholders in ensuring an acceptable standard of knowledge and awareness is present across the Business to meet Group and Regulatory requirements;
Lead the development and implementation of business export controls processes and user guides and a compliance framework and deploys this into the Business. Leads and provides expertise in audits of compliance against business processes across all sites, functions and projects;
Undertake risk & opportunity management using formal business methodologies to establish risk mitigation plans & review
Develop export control compliance by assessing root causes of issues and applying remedial actions, including the development and maintenance of lessons learnt and corrective actions;
Undertake formal and regulatory export controls investigations and formulate evidence and establish a determination against any potential breaches;
Provide expert advice in ITAR Agreements – Technical Assistance and Manufacturing License.
Review and approve/reject Supplier Declaration forms and manual transfer requests.
Allocate applicable licences to inbound and outbound movements of material and data.
Manage Export Control Investigations, draft Disclosure letters, identify corrective actions and lead root cause analysis and lessons learned reviews.
Update registers as required.
Manage Export Control assurance activities as required and support audits by Internal Audit and external auditors.
Escalate Export Control risks and mitigation strategies.
Help to maintain accurate records and up-to-date set of written export control procedures for the business unit;
Act as a primary/initial point of contact for the area of business they support.
5+ years of experience managing an export compliance program
Accreditation or certification in export compliance
Expert knowledge of Export Control laws, regulations, and expertise in their application to business activities.
Ability to conduct accurate investigations, identify clear root cause(s), achieve corrective actions identified (agreed with the project and the Compliance Executive)
Ability to engage at all levels, with Group Export Control and Export Control practitioners in all other business units
Ability to communicate effectively and ensure interaction with Internal Audit and external auditors.
Requires a good understanding and knowledge of the area in which the role operates, and have reasonable level experience of working in their area of specialism.
Understands how the area collectively works together in order to meet objectives and the roles of others in their immediate team in order to help carry out their role effectively.
